PDF Merge & Scan: PDF Toolkit · Effective October 15, 2026
The short version. PDF Toolkit works on your phone. We do not have accounts, we do not receive your files, and we do not collect your name, email or location. The app shows ads from Google AdMob, and AdMob collects some device data to do that. This page explains the details.
Who we are
PDF Toolkit is published by EWEVOLUTIONS (“we”, “us”). You can reach us at support@ewevolutions.com.
Your files
The app opens PDFs and images that you choose, and photos you take with the Scan tool. All of this is processed on your device. We do not upload your files, we cannot see them, and we do not keep copies.
Results are saved to the place you pick, or shared with the app you pick. The app may also keep a list of recently used files (names and locations) on your device. That list is removed when you uninstall the app or clear its storage in Android settings.
Permissions the app asks for
- Camera. Only when you use Scan to PDF, to take photos of your pages. The photos stay on your device.
- Files. The app uses Android’s own file picker, so it can only open the files you select.
- Internet access. Needed to load ads and, where required, the consent form. The PDF tools themselves work offline.
- Advertising ID. Used by Google AdMob, as described below.
Ads
PDF Toolkit is free and shows ads through Google AdMob. To show, limit and measure ads and to prevent fraud, Google and its partners may collect and use data from your device, such as:
- your advertising ID and similar device identifiers,
- your IP address and the approximate location it implies,
- device and app information, such as model, operating system version and app version,
- how you interact with ads, and diagnostic information.
We do not receive this personal data. We only see summary reports, such as how many ads were shown.

Your ad choices
In the European Economic Area, the United Kingdom and other regions where it is required, the app asks for your consent before showing personalized ads. You can change your choice later from the privacy options in the app’s settings. On any device you can also reset your advertising ID or turn off ad personalization in Android settings, usually under Privacy or Google > Ads. Google also lets you manage ad personalization at myadcenter.google.com.
What we collect
We do not collect your name, email address, phone number, contacts or location, and the app has no user accounts. If you email us, we receive your email address and your message. We use them only to reply, and we delete them when they are no longer needed.
Sharing
We do not sell your personal information and we do not share it with anyone, apart from the advertising data that Google AdMob collects directly, as described above.
Children
PDF Toolkit is not directed to children under 13. We do not knowingly collect personal information from children. If you think a child has sent us personal information, email us and we will delete it.
Your rights
We hold no personal data about you from the app, so there is usually nothing for us to access, correct or delete. If you email us and want that correspondence deleted, tell us and we will do it. For data that Google collects through ads, use Google’s own tools linked above. Depending on where you live, you may have additional rights under laws such as the GDPR or the CCPA; write to us and we will respond.
Changes to this policy
If we change how the app handles data, we will update this page and the date at the top. Material changes will also be mentioned in the app’s update notes on Google Play.
